My Summary:  On Tuesday, the National Center on Family Homelessness reported there were 1.5 million American children "homeless" in 2005-06 – that's 1 in 50 American kids under 18.  The definition they used of "homeless" is the one currently used by the federal Department of Education and it includes children living with friends and relatives.  They did not use the definition used by the Department of Housing and Urban Development.  Why?  Because, according to HUD, there were not 1.5 million homeless kids in America, there were only 330,000 children who were "literally homeless" – that is, living in homeless facilities or in places not meant for human habitation.  The Education department uses their definition to make sure these "homeless" kids have access to free public education, HUD uses their definition to describe where they actually live.  So, according to the Department of Education, if you're currently staying with relatives, you're "homeless."  Do you feel that way?
