Under section 370 of the House Rules and Manual it has been held that a Member could:  Refer to the government as "something hated, something oppressive."  Refer to the President as "using legislative or judicial pork."  Refer to a Presidential message as a "disgrace to the country."  Refer to unnamed officials as "our half-baked nitwits handling foreign affairs."
Likewise, it has been held that a member could not:  Call the President a "liar."  Call the President a "hypocrite."  Describe the President's veto of a bill as "cowardly."  Charge that the President has been "intellectually dishonest."  Refer to the President as "giving aid and comfort to the enemy."  Refer to alleged "sexual misconduct on the President's part."

My Summary Notes:  90% of all couples who live together never make it to the altar, and of the 10% who do, they have a divorce rate twice as high as those that don't.  Statistically, most marriages fail at the 3 year and 20 year marks, with a quarter of all marriages ending before 5 years.  At 3 years, we start really knowing each other.  At 20, the guys start their mid-life re-evaluation, often with challenges to their health, their careers, and "any developmental stage that they missed out on in childhood, they tend to want to experience."  Women too, have an "evaluation" period between the ages of 28 to 38, usually when their youngest child starts school, and right when their husband's career is blossoming.
